Entrecomp Framework

EntreComp — the Entrepreneurship Competence Framework — is an initiative developed by the European Commission to promote entrepreneurship as a key skill for life, work, and society. It defines what it means to be entrepreneurial beyond starting a business — focusing on the ability to turn ideas into action that creates value for others.

This value can be social, cultural, or economic, making EntreComp relevant to students, educators, professionals, policymakers, and anyone interested in innovation and personal development.

EntreComp is built around three core areas:

  1. Ideas and Opportunities – exploring and developing creative ideas that can bring value.
  2. Resources – using skills, knowledge, and support networks effectively.
  3. Into Action – taking the initiative, managing risks, and making ideas happen.

These areas include a total of 15 key competences, such as:

  • Creativity
  • Vision
  • Ethical and sustainable thinking
  • Self-awareness
  • Teamwork
  • Planning and decision-making

Each competence is described across 8 levels of progression, from beginner to expert, making it easy to apply in both educational and professional settings.

Why It Matters

EntreComp supports individuals and organizations in developing the mindset and skills needed to:

  • Think creatively and solve problems
  • Work collaboratively
  • Act on opportunities
  • Learn from experience
  • Create meaningful value in any context

It is already being used in schools, universities, training programs, youth initiatives, and businesses across Europe and beyond.

EntreComp makes entrepreneurship accessible to everyone — empowering people to shape their future, contribute to society, and thrive in a fast-changing world.
